Thus reports <\/span><a href=\"http:\/\/www.surf.nl\/en\/Pages\/home.aspx\"><span style=\"font-size:small;font-family:Times New Roman;\">SURF<\/span><\/a><span style=\"font-size:small;font-family:Times New Roman;\">, the collaborative organization for higher education institutions and research institutes in the Netherlands, aimed at breakthrough innovations in ICT. The involved parties are the Royal Netherlands Academy of Arts and Sciences (<\/span><a href=\"http:\/\/www.knaw.nl\/\"><span style=\"font-size:small;font-family:Times New Roman;\">KNAW<\/span><\/a><span style=\"font-size:small;font-family:Times New Roman;\">), the Netherlands Organization for Scientific Research (<\/span><a href=\"http:\/\/www.nwo.nl\/nwohome.nsf\/pages\/index\"><span style=\"font-size:small;font-family:Times New Roman;\">NWO<\/span><\/a><span style=\"font-size:small;\"><span style=\"font-family:Times New Roman;\">) and the Dutch higher<strong><span style=\"font-weight:normal;\"> education sector (together with other research institutions). SURF will act as the coordinator. From the <a href=\"http:\/\/www.surf.nl\/en\/SURFActueel\/Pages\/SURF2009isOpenAccessyear.aspx\">announcement<\/a>:<\/span><\/strong><\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify;margin:0;\"><strong><span style=\"font-weight:normal;\"><span style=\"font-size:small;font-family:Times New Roman;\">\u00a0<\/span><\/span><\/strong><\/p>\n<p class=\"MsoNormal\" style=\"text-indent:36pt;text-align:justify;margin:0;\"><strong><em><span style=\"font-weight:normal;\"><span style=\"font-size:small;\"><span style=\"font-family:Times New Roman;\">\u201cThe aim is to boost Open Access to the results of scientific\/scholarly and practice-based research. Efforts will be made throughout the year to formulate and implement an Open Access policy, develop and improve the knowledge infrastructure, establish a clear legal framework, and create awareness with all stakeholders.\u201d<\/span><\/span><\/span><\/em><\/strong><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify;margin:0;\"><strong><span style=\"font-weight:normal;\"><span style=\"font-size:small;font-family:Times New Roman;\">\u00a0<\/span><\/span><\/strong><\/p>\n<p class=\"MsoNormal\" style=\"margin:0;\"><span style=\"font-size:small;font-family:Times New Roman;\">SURF also published a short movie on Open Access, featuring amongst others Dr Sijbolt Noorda, (Chairman of the Association of Universities in the Netherlands (<\/span><a href=\"http:\/\/www.vsnu.nl\/web\/show\"><span style=\"font-size:small;font-family:Times New Roman;\">VSNU<\/span><\/a><span style=\"font-size:small;font-family:Times New Roman;\">) who is also chairing the <\/span><a href=\"http:\/\/www.oapen.org\/\"><span style=\"font-size:small;font-family:Times New Roman;\">OAPEN<\/span><\/a><span style=\"font-size:small;font-family:Times New Roman;\"> Scientific Board.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin:0;\"><span style=\"font-size:small;font-family:Times New Roman;\">\u00a0[youtube=http:\/\/www.youtube.com\/watch?v=9O67olph9gY&amp;feature=related]<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin:0;\">\n<p class=\"MsoNormal\" style=\"text-align:justify;margin:0;\"><span style=\"color:black;\"><span style=\"font-size:small;\"><span style=\"font-family:Times New Roman;\"><span style=\"color:#5c5c5c;\">Great initiative of course and although certainly a movie that is blatantly promotional<\/span> <span style=\"color:#5c5c5c;\">of Open Access and depicts mainly the stance from the side of the Dutch funding and research and<\/span> <span style=\"color:#5c5c5c;\">university communities, the movie does also touch shortly on some problems or difficulties when it comes to implementing an Open Access system, especially concerning<\/span> <span style=\"color:#5c5c5c;\">the relationship between the different actors in the scholarly communication val<\/span><span style=\"color:#5c5c5c;\">ue chain. As Sybolt<\/span> <span style=\"color:#5c5c5c;\">Noorda<\/span> <span style=\"color:#5c5c5c;\">states<\/span>:<\/span><\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify;margin:0;\"><span style=\"color:black;\"><span style=\"font-size:small;\"><span style=\"font-family:Times New Roman;\">\u00a0<\/span><\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-indent:36pt;text-align:justify;margin:0;\"><em><span style=\"color:black;\"><span style=\"font-size:small;\"><span style=\"font-family:Times New Roman;\"><span style=\"color:#5c5c5c;\">\u201cThere is one complication: we need to draw up new types of arrangements with publishers<\/span><span style=\"color:#5c5c5c;\"> about the relation between the person publishing &#8211; the author-, the library and the publisher. But that can be done. Contracts can be drawn up<\/span> <span style=\"color:#5c5c5c;\">differently, so that won\u2019t be the problem.<\/span>\u201d<\/span><\/span><\/span><\/em><\/p>\n<p class=\"MsoNormal\" style=\"text-indent:36pt;text-align:justify;margin:0;\"><span style=\"color:black;\"><span style=\"font-size:small;font-family:Times New Roman;\">\u00a0<\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-indent:36pt;text-align:justify;margin:0;\"><span style=\"color:black;\"><span style=\"font-size:small;font-family:Times New Roman;\"><span style=\"color:#5c5c5c;\">Two little criticisms though (sorry, can&#8217;t help myself).
